In August 2024, President Bola Ahmed Tinubu appointed David Sunday Daser as President and CEO of the Digital Bridge Institute (DBI), the teaching arm of the Nigerian Communications Commission
This prestigious role marked the culmination of a career deeply rooted in Plateau State, where Daser’s transformative impact on youth empowerment has earned him admiration and respect.
Director-General of Plateau State ICT Development Agency (2018–2023):
Daser energized the state’s tech scene by launching the landmark “Code Plateau” initiative.
This program equipped over 35,000 Plateau youth with sought-after digital skills, opening doors to employment, internships, and entrepreneurship.
Additionally, Daser pioneered the Qua’an Pan Innovation Hub, the first of its kind funded by a local government, creating a home for budding tech talent to incubate ideas and foster collaboration.
These impactful steps earned him praise from Plateau’s communities. Youths and elders of Mupun land celebrated his appointment as DBI CEO during a heartfelt Thanksgiving service, expressing confidence that his leadership would continue inspiring and uplifting local youth.
Since assuming leadership of DBI, Daser has spearheaded several nationwide initiatives aimed at bridging Nigeria’s digital divide: Such programs include
Programmes for Persons with Disabilities (PWDs):
Through DBI and Sightsavers, he oversaw intensive nine-month ICT training for PWDs across Lagos, Kano, and Enugu campuses. Participants gained certifications in CCNA, digital marketing, data analytics, and more—empowering them with real economic opportunities.
DBI’s National Licensing Programme:
Launched in March 2025, this scheme offers globally recognized ICT licenses via partnerships with tech giants like Cisco and Microsoft. Aimed at filling Nigeria’s digital skills deficit, it directly addresses national development goals under President Tinubu’s Renewed Hope Agenda.
100,000‑Youth Empowerment Bond:
DBI’s collaboration with Small Business Training Solutions targets the delivery of 100,000 digital jobs and skills training ($200 million bond) across Nigeria, combining technical proficiency with entrepreneurship and industry readiness.

In April 2025, Daser was tapped to lead Nigeria’s push toward achieving 95% digital literacy by 2030.
